Skill Name: Goro Goro no Mi
Skill Type: Logia
Skill Information: The Goro Goro no Mi allows the user to manipulate, create, and turn into lightning and electricity.
Skill Strengths: Can manipulate, create and control lightning and electricity.
Skill Weaknesses: Rubber isn't effected by any attacks.

Tier 1 Technique Name: Medic's Scalpel
Tier 1 Technique Type: Close
Tier 1 Technique Cooldown: 2 Posts
Tier 1 Technique Description: The user morphs their arms into sword shaped electricity. The electricity is able to cut through skin, muscle, and a harder time with bone. Upon being cut the cut areas will also be burned from the heat of the electricity. The sword like electricity is 1 inch thick and 2 feet long starting at the base of the wrist.
Tier 1 Technique Strengths: Cuts things. Burns areas that are cut.
Tier 1 Technique Weaknesses: Same tier metal and above clashes with the electricity. Short ranged.

Tier 1 Technique Name: Electric Shower
Tier 1 Technique Type: Medium
Tier 1 Technique Cooldown: 3 Posts
Tier 1 Technique Description: The user points their fingers in a direction and fires off electric rounds that are in the shape of a sphere and acts much like a bullet does, only it doesn't penetrate anything, it momentarily puts you in a state of being electrocuted. The electricity is sent throughout your entire body. Up to 10 shots can be sent out in a short period of time up to 6 meters out, which increases each tier to the next minimum range for Mediums each tier.
Tier 1 Technique Strengths: Enemies electrocuted, ranged.
Tier 1 Technique Weaknesses: Not far enough to get out of the close range area. Doesn't do much damage other than momentarily putting you in a state of being electrocuted.

Tier 1 Technique Name: Shock Therapy
Tier 1 Technique Type: Close
Tier 1 Technique Cooldown: Use of Post x 2
Tier 1 Technique Description: The user sends electric signals into the nervous system to specific nerves to either stop feeling or create feeling once more in limb or effected area. Things like severed, crushed, or failed nerves may once again send electrical signals to the brain and muscles or the complete opposite.
Tier 1 Technique Strengths: Can kill nerves of an opponent, can create electrical signals in nerves once more.
Tier 1 Technique Weaknesses: Must keep hands on targeted areas at all times, close ranged.

Tier 1 Technique Name: Zeus' Flash
Tier 1 Technique Type: Close
Tier 1 Technique Cooldown: 4 Posts
Tier 1 Technique Description: The user of the Goro Goro no Mi coats the outside of their body electricity which then disperses soon after activation into a blinding light capable of temporarily blinding anyone nearby in a 5 meter radius around the user for a single post.
Tier 1 Technique Strengths: Blinds people
Tier 1 Technique Weaknesses: Close ranged

Tier 1 Technique Name: Zeus' Spear
Tier 1 Technique Type: Long
Tier 1 Technique Cooldown: 4 Posts
Tier 1 Technique Description: The user summons a single bolt of lightning in their hands and can use it much like a spear, being able to use it close range and long ranged. If the user chooses, they can throw the bolt of lightning up to 11 meters, which increases each tier for the minimum for the next tier in Long range.
Tier 1 Technique Strengths: Both close and long ranged
Tier 1 Technique Weaknesses: One bolt only so it's a hit or miss.

I am trying to allow that abilities grow over each tier, so that while you can have 200 meters at T5, you shouldn't be limited to 11 meters back from T1. If you want, you can do a meter-per-tier system that stays within tier boundaries, and it allows your T1's to not be as useless if they are ranged. Obviously, melee-oriented techniques won't have this issue but just giving you that option.
